Article 56

Article 56 of Regulation (EU) 2024/1689 provides that providers may rely on Codes of Practice to demonstrate compliance with the obligations of Articles 53 and 55. The General-Purpose AI Code of Practice was published by the Commission on 10 July 2025, with stakeholder participation, and was signed in the following months by approximately two dozen GPAI providers, including Anthropic, OpenAI, Google, and Microsoft. Constitution Without a State contrasts this Code, as a co-regulatory object, with Anthropic's Claude Constitution, as a unilateral self-regulatory object, and argues that the regime today has a third layer not provided for in the regulation.
